Keeping Iowans connected to the vast resources of information and entertainment, the Iowa Cable and
Telecommunications Association serves member franchises throught the state.

Traditionally, all cable franchises came from local municipalities. Today, a franchise may also be available from the State of Iowa. New entrants and existing operators, under some conditions, may receive a franchise from the Iowa Utilities Board.

Once a franchise is granted the local or state government body acts as the regulator. At the federal level, cable is regulated by the Federal Communications Commission. Despite the emergence of competition from both satellite and wire-based competitors, government closely regulates cable operations.
